  • Arts & Culture District (A&C) related contract for GTS Development is being brought back to the Council.  The revised agreement authorizes a not to exceed amount of $78,300 through 9/30/2021 to assist with ongoing planning and preparation of the site.  The City has the ability to direct that no work be performed (or a subset) and in that case would not owe any fees.  The original proposal presented on 6/17/2021 in the Council meeting was $1.7MM through 6/1/2022.

  • A proposal for temporary programming at the A&C site through Summer 2021 is being presented.  It includes art projects, games, City history, food trucks, beverage garden, live music, and community events.  Also included is using the existing parking for “Transit to Trails” to take trail users from A&C to Mid Mountain, Bonanza Flat, and Bloods Lake at no cost.  The program would cost the City approximately $149,000.

  • Short Term Rentals are on the agenda with a proposal to contract with a leading technology company to assist in tracking and compliance.  There is a cost sharing agreement with the County.  My assumption is that this refers to Airbnb/VRBO type properties.

  • There is an application for a permit to hold the Beethoven Music Festival at McPolin Barn, including 4 instances of 1-day events, with only acoustic instruments.

  • Kimball Arts Festival 2021 is being proposed for approval.  The Festival is having a hard time securing a bike valet, and is being stipulated to provide bike racks instead, but this may discourage non-vehicle traffic.  It is also a requirement of the City’s agreement with the Festival.  The City’s costs are approximately $167,000 to support the Festival, under a specified $180,000 cap, and the Festival provides the City $10,000 per year as a contribution to offset City costs.  Also of note is that the City’s agreement with the Festival expires this year.

  • Other agenda items include a public art donation and lease agreement extensions for PC Film, PC Coop Preschool, and Lucky Ones Coffee at the Library.  The leases are below market rent as a concession for community benefit.
